【原文】《联合国宪章》将维护国际和平与安全的首要责任赋予安理会。同时，联合国的缔造者们在《宪章》第八章极富远见地鼓励通过区域安排和平解决地区争端。当前，世界的和平与发展面临诸多难题和挑战，需要在国际、地区和国家层面做出强有力的集体应对。在此形势下，加强联合国与区域组织的合作是推动多边主义的需要，也是国际集体安全机制的重要发展。

【译文】The UN Charter assigns the primary responsibility of upholding international peace and security to the Security Council. In Chapter Eight of the UN Charter, the founding members of the UN also encourage with great vision the development of pacific settlement of local disputes through regional arrangements. World peace and development are now faced with many difficulties and challenges, and it is imperative to respond forcefully to them at the national, regional and international levels. In a fast changing world, to strengthen the United Nations' cooperation with regional organizations will both promote multilateralism and boost the international collective security regime.

2. 见到"极富远见地"这类副词不要只想对应的英语副词，用with结构译出是常见的转化方法，此例应牢记。

3. "需要......"以it is imperative to...译出，恰到好处。
