Volvo expects to
invest $10
billion to $11
billion world-wide over the next five years to upgrade its products and technology as part of a new strategic plan following its
acquisition last year by China's Zhejiang Geely Holding Group Co.

Volvo
executives and Geely Chairman Li Shufu are scheduled to present the new global
strategypublicly in Beijing on Friday. In an
interview with The Wall Street Journal ahead of that event, Volvo Chief Executive Stefan Jacoby outlined the blueprint, which he said is designed to turn the Swedish car maker into a 'true' global
luxury brand, turn China into a major manufacturing base, and to raise
annual sales to 800,000 cars globally by 2020, more than double the 373,000 it sold last year.

transition -- a big transformation,' said Mr. Jacoby, who joined Volvo from Volkswagen AG after Geely purchased the Swedish brand from Ford Motor Co. last August. 'We are redefining the brand.'

The
executive said Volvo's board approved the
strategy Tuesday in Gothenburg, Sweden.

Volvo's goals are
ambitious, involving not only a major
expansion in China, the world's biggest auto market -- where it hopes to boost sales to 200,000 cars by 2020, nearly seven times the 30,500 it sold last year -- but in the
competitive U.S. market.

relationship with its new Chinese parent to avoid the clashes in corporate
culture that have stymied other Chinese mergers
overseas. Mr. Jacoby also highlighted the risks from any further weakening in the dollar.

Still, a
seniorexecutive said Volvo, 'with some luck,' could
actuallyachieve its sales objectives 'a few years earlier' than 2020, by as soon as 2016.

In its
traditional home market of Europe, Volvo wants to raise sales to 380,000 cars a year from the 242,000 it sold last year. It also hopes growth in markets including Russia, Brazil and India will drive total global sales outside China, Europe and the U.S. to 100,000 cars, from the 46,500 Volvo sold last year in those markets.

'Those are markets with a lot of
potential, so we think it's entirely achievable,' Mr. Jacoby said.

'The toughest challenge' is Volvo's goal for the U.S., Mr. Jacoby said. Volvo aims to more than double sales there to 120,000 cars a year, from the 54,000 it sold last year, in an
economy still recovering from the global economic crisis.

In pursuing that aim, 'the
currency is the big headache,' he said. Volvo doesn't make cars in the U.S. and a weakening dollar makes the cars it imports into the market from Europe more
expensive for American buyers.

As expected, Volvo's
strategy involves plans to build a new
assembly plant in the
southwestern city of Chengdu. Volvo expects the new plant to start producing in early 2013, with an
initialcapacity of 125,000 cars a year. Volvo is
considering exporting cars from China to the rest of Asia and to North and South America, but no decision has been made, Mr. Jacoby said.

A small number of Volvos are now produced at a plant in Chongqing that Ford runs jointly with Mazda Motor Co. and China's Chongqing Changan Automobile Co. Mr. Jacoby said the Chongqing plant will keep producing those cars but declined to say when Volvo's contract there runs out.
