The topic of this year's Global Environment Day is "Melting Glaciers, Troubling Outcomes." On June 4th, a complete overview of my country's pre-2010 response to climate change, "China's National Policy Response to Climate Change" will be formally promulgated. It will be the first national climate change policy enacted by a developing country. The "National Policy" reflects the situation in China with respect to climate change and the unending effort needed to respond to climate change; discusses the consequences and challenges of climate change for China; mentions the ideological approach and purpose as well as the correspondingpolicy and procedure behind the climate change response; and clarifies China's fundamental position with respect to several climate change issues and the need for international co-operation.
On May 30, the premier of China's State Council, Wen Jiabao, presided over the Standing Committee of the State Council convention during which the decision to enact "China's National Policy Response to Climate Change" was discussed and decided.
The Standing Committee of the State Council considers global warming to be an inescapable reality that, moreover, has engendered serious consequences for nature's ecosystems and mankind's living environment have engendered serious consequences. Climate change's effects on ecosystems, farming, forestry, water resources, socio-economic development and daily life become more evident with each day. China's serious response to the problem of climate change includes: the adoption of a set of policy measures, promotion of structural reform, change in methods of growth, energy saving, development of renewable energy sources, commitment to environmentally friendly construction techniques,population growth control etc. to contribute to the reduction of climate change worldwide. Participants mentioned that a response to climate change concerns China's overall socio-economic development and the direct interests of the general population, as well as fundamental national interests. Every area and department must be aware of climate change's importance and urgency. China must support scientific guidelines; co-ordinate economic development with ecological planning, both internationally and domestically, with an eye to the future; obtain a response to climate change and steps for a sustainable development strategy, hasten the development of a society that is simultaneously energy-saving, environmentally friendly, and innovative; embed national and local rules regarding socioeconomic development; work hard at controlling greenhouse gas emissions; unendingly increase capacity for adapting to climate change; control our economic development & population, energy resources, environmental compliance in order to alter our contribution to the Earth's climate.
The participants emphasized, a response to climate change requires support for five principles:
(i) support for sustainable development plans addressing climate change, (ii) support for "common but area-differentiated responsibility," (iii) equal support for temperature reduction and adaptation, (iv) support for overall regulation, (v) support for extensive co-operation. Climate change lacks national borders.
The response to global warming is an immensechallenge common to societies worldwide - and depends upon the common efforts of every nation.
