South Korea's brief blockade of the iPad is coming down.


国对iPad的"封杀令"即将成为过去时。



The country's communications regulator on Tuesday said it wouldn't stop people from importing Apple Inc.'s iPad for personal use, ending a ban that early adopters in this tech-savvy country dubbed unfair. Some Korean tech Web sites had even started to publiclyexpose famous Koreans who had the gadget in apparentviolation of the ban.


韩国通讯监管部门周二表示,不会禁止人们因个人使用的目的从海外购买苹果公司(Apple Inc.)的iPad,结束了这一被初试水者斥为不公平的禁令。一些韩国技术网站甚至开始曝光违规拥有iPad的名人姓甚名谁。



The issue came to a head Monday when the minister of culture, tourism and sports, apparently unaware of the rules laid down by the Korea Communications Commission earlier this month, used an iPad as a prop at a news conference to announce a $50 million fund to support electronic-book publishing.


周一韩国文化体育观光部长官刘仁村(Yu In-Chon)的公开亮相将这一问题推到风口浪尖。他当时拿着一部iPad出席新闻发布会,宣布了一项规模5,000万美元的电子图书支持计划,显然没意识到韩国通信委员会(Korea Communications Commission)在本月初针对iPad发布的禁令。



Technically, the minister, Yu In-chon, didn't violate the commission's ban, which was in place because it hadn't certified the iPad's wireless networking features, and he didn't use that capability in his presentation.


从技术层面上讲,刘仁村并未违犯相关条例;因为虽然韩国通信委员会尚未批准在国内将iPad用于Wi-Fi或手机网络,但刘仁村在新闻发布会上也确实没有用到这一功能。



But the noise was enough for the commission to announce Tuesday that it would soon certify the iPad and that people who are using it for individual purposes -- and companies that are using it for research and development of products for it -- don't need to worry.


不过,此事激起的喧嚷已足够促使该委员会在周二时宣布自己将很快批准iPad的使用,并表示那些使用iPad的个人和将其用于产品研发的公司无需为此感到担忧。



The commission did say that Customs rules still apply. Part of the reason the commission became vocal about the iPad earlier in the month is that some entrepreneurs were trying to import large quantities and sell them in South Korea. The country's Customs Service is holding up shipments that contain more than five iPads at once.


韩国通信委员会表示海关规定依然需要得到执行。该委员会之所以在月初时拿iPad开刀,部分原因在于一些商人试图批量进口iPad在国内销售。韩国海关一旦发现进口货物中装有五部或更多iPad,就将予以扣留。



Apple hasn't announced when it will offer the iPad in South Korea. The country isn't on the list of first international destinations for the product -- and Apple has said that even those countries won't get the gadget as soon as expected because of high demand in the U.S.


苹果尚未宣布公司将何时在韩国发售iPad。目前韩国不在iPad的首批发货名单中;而且苹果公司表示,即便那些上榜国家也不会像预期的那样很快拿到货品,因为美国本土需求量很大。



Among techies in South Korea, the iPad flap is a raw reminder of the way regulators kept out Apple's iPhone for more than two years after its introduction in the U.S. and much of the rest of the world.


此次iPad风波让韩国科技界人士回想起韩国监管部门在进口iPhone问题上的所作所为,当局曾在iPhone在美国、乃至全球推出后的两年多时间里一直将其挡于国门之外。



The iPhone arrived in Korea last November, two months after regulators approved it. But the device has proven to be popular, selling more than 500,000 units since then.


iPhone在获得监管部门批准后两个月、即2009年11月起才在韩国正式发售。但该设备一经推出就大受追捧,迄今已售出50多万部。



The iPhone's delay was rooted in a rule imposed by the commission's forerunner that made it harder for foreign manufacturers to enter the market. South Korea is home to two of world's three largest cellphone manufacturers, Samsung Electronics Co. and LG Electronics Co.

South Korea's decision to allow the iPad comes days after Israel made a similar flip-flop, lifting a ban that prevented travelers from entering Israel with Apple's device.
