During the Warring States Period, Emperor Yanzhao heard Guo Huai was good at strategizing, so he sent somebody to invite Guo Hui to the palace. The Emperor asked him, "Could you find a talented person to help me govern my state?" Guo Hui replied, "As long as Your Highness treats talented people well, they will come to State of Yan." "So what should I do?" asked Guo Hui. "You should first put me, an individual of average ability, in an important position. Talented people will surely come to serve you when they see your actions."
Emperor Yanzhao immediately treated Guo Huai as his teacher. When the news spread of Guo Huai's new position, many talented people came to the State of Yan and offered their help. Emperor Yanzhao was very happy and took good care of them. He took up their matters personally. Although he and his subjects struggled through adversity for twenty-eight years, in the end the State of Yan became prosperous and the people strong.
