The consumer watchdog said on Monday that it still won't endorse Apple's iPhone 4, in the wake of an update by Apple Friday of the program for consumers it instituted following harsh publicity about an antennareception problem that some users have when they cover up the lower left side of the phone with their hand.

Apple, contending that the antenna problem was even smaller than it thought, on Friday said after Sept. 30 it will stop giving away free cases to all customers who buy an iPhone. After that, customers experiencing problems can still receive a 'bumper' case from the company if they contact Apple's customer service department.

The publication on Monday agreed with Apple that not all users experience the problem, but said its new offer is 'less consumer-friendly in several respects.' Besides requiring consumers with problems to call the company to get a bumper, it noted that Apple no longer gives consumers a choice of seven cases, including some from third-party manufacturers.
