Greece's financialcrisis flared up again Tuesday as doubts about a rescue plan rattled the euro and sent the country's bonds tumbling to their lowest levels since the problems began.
The selloff in the Greek bond market drove interest rates on Greek debt higher, putting more pressure on the embattled nation as it seeks to borrow billions of dollars this year.
It also intensifies pressure on other European Union nations to be more explicit about terms for any bailout of Greece should it be unable to find buyers for its bonds. The other 15 countries that use the euro have pledged to help, but the bloc remains divided over just where the threshold for aid lies.
The selloff on Tuesday took the yield on 10-year Greek debt to 7.1%.
The renewed focus on Greece's woes also spilled into the currency markets. The euro sank to $1.3360 from $1.3480 before recovering somewhat during New York trading.
The jitters were sparked by a news report suggesting Greece wants to change the terms of its bailout deal because it was concerned that the IMF would extract harsh austerity measures in exchange for assistance.
Mr. Papaconstantinou denied the report.
'There was never any action from our country to change the terms,' he said in a statement.
Its total debt is around 300 billion euros -- at 113% of its gross domestic product, well above the euro zone's self-imposed 60% ceiling. Interest alone on that debt will run 13 billion euros this year.
A big problem for Greece is that investors who bought its debt in recent months are sitting on losses. As a result, Greece's attempt to go outside its traditional European investor base and raise money in Asia and the U.S. is being viewed cynically.
