The study, carried out for the NHS Smoking Helpline, also found that just 1% of smokers ask permission to smoke around others and 53% still smoke in the same room as non-smokers.
The survey, which coincides with the one-year anniversary of the Irish smoking ban in pubs and restaurants, found that 83% of adults and 78% of smokers think smoking is anti-social and 25% of smokers feel socially excluded due to smoking.
The study also found 21% of all smokers feel guilty when smoking around non-smokers and 64% of all people mind if others are smoking nearby.
Alexia Paterson, NHS Smoking Helpline adviser, said: "Increasingly we find we're getting calls from 'social smokers' who are finding that smoking just isn't so sociallyacceptable any more.
"With the smoking ban coming into play next year, this trend is likely to continue.
