那时选拔官吏，一般是靠别人推荐，而推荐者往往只推荐有名的人物，这些名人多数不务实，互相吹捧，因此皇帝很不满意。再一次选拨活动中，皇帝就下令说： "这次选拔，要由卢毓来推荐。选拔的人不要只看名声。因为名声就像在地上画个饼一样，其实是不能吃，不能填饱肚子的啊！"于是卢毓采用了考核真才实学的办法进行选拨，果然为皇帝选拨了许多人才。
