Federal Reserve officials said Tuesday they saw rising risks in the world economy, but didn't
commit themselves to supporting more central-bank measures to boost growth.
Fed vice chairwoman Janet Yellen urged leaders in Europe, China and the U.S. to take stronger action to prevent a new global recession.
'The global
economy is facing
critical challenges,' Ms. Yellen said at a
conference on Asia hosted by the Federal Reserve Bank of San Francisco. She cited risks posed by Europe's debt crisis, slowing growth in emerging Asian economies and the hobbled U.S. housing market.
The Organization for Economic Cooperation and Development said Monday the global economic
outlook had deteriorated significantly, with the euro zone headed for a recession.
Ms. Yellen noted that the Fed still had room to help the faltering U.S. economy, either by signaling that short-term interest rates could stay close to zero for longer than people expect or by pushing down long-term rates through bond purchases.
Several other Fed officials oppose such purchases, worrying that they wouldn't do much to help the
economy and might ignite higher inflation.
'I am skeptical that further asset purchases will produce much gain,' Atlanta Fed President Dennis Lockhart said in a speech in Atlanta.
But Mr. Lockhart, who will be a voting member of the policy-setting Federal Open Market Committee in 2012, added: 'I don't think any option should be taken off the table.'
If the Fed decides to buy more assets, it would be better to have a
flexibleprogram that allows it to buy bonds as needed rather than promise a big
amount up front as it has been doing, said San Francisco Fed President John Williams.
'It would be
beneficial if we could have an asset purchase program
