In Song Dynasty, there was a county magistrate named Zhang Guaiya. At that time, there were many thieves in his county; even the treasury of the county government had been repeatedlystolen from. Therefore, he decided to solve the problem.
One day, Zhang Guaiya saw his subordinate coming out from the treasury in a hurried manner. He asked him, "Why are you so restless?" "It's nothing", his subordinate answered. Zhang Guaiya found it strange and sent others to investigate. As a result, a copper coin was found in his hat.
Zhuang Guiya asked him, "How much did you steal from the treasury?" His subordinate answered nonchalantly, "I only stole one copper coin, and so what can you do to me?"
Zhang Guaiya was angry and said, "You stole one each day, which means one thousand coins for one thousand days, just as wood is cut by the incessant sawing of a rope; and dripping water wears through the stone."
